Keeper liability
Under POFA Schedule 4, an operator may pursue the registered keeper if strict conditions (including timing and content) are met and the driver isn’t identified.
Why it matters
If conditions aren’t met, a keeper may challenge liability without naming the driver.

- Assuming keeper liability applies even when the NTK is non-compliant.
- Naming the driver prematurely without considering the implications.
