Structure

  1. Header

    Subject, operator name, PCN number, site and date.

  2. Key points (choose those that apply)

    • Keeper liability not established (timing/wording issues).
    • Signage not prominent/clear enough to form a contract.
    • Grace period for reading terms/exit not applied.
    • Machine/payment fault or VRM keying error despite payment.
    • Not the driver (if applicable).
  3. Evidence

    Add photos of signage (entrance and tariff), receipt/bank statement, Blue Badge (if relevant).

  4. Requested outcome

    Cancellation. If rejected, a valid POPLA/IAS code to escalate.

1) Keeper liability (POFA 2012 Schedule 4)
- The Notice to Keeper arrived [X] days after the event recorded by ANPR. Keeper liability cannot apply where delivery is after 14 days.

2) Signage and contract terms
- Signage at [Site] was not sufficiently prominent/legible to form any contract. Please provide contemporaneous photos and the signage plan.

3) Grace periods
- Any overstay ([minutes]) falls within a reasonable grace period for reading terms/exit.

4) Payment/machine issues (if applicable)
- Payment was made/attempted; please provide the payment machine audit log for the relevant period.
