IAS appeal template (IPC)
If an IPC operator rejects your first appeal, they may direct you to IAS. Use the structure and evidence below to present a clear case. Generate your first appeal letter first so your facts are set.
What IAS expects
- Consistent narrative and evidence from your first appeal.
- Operator-specific references (signage, grace periods, machine logs/VRM errors).
- Clear, concise reasoning supported by attachments.

IAS Appeal Vehicle Reg: [VRM] Operator: [IPC member] PCN: [number] Site: [site name] Date of event: [date] Ground 1 – Keeper liability not established (if applicable) - The Notice to Keeper was delivered [X] days after the event (ANPR). Keeper liability requires delivery within 14 days. Ground 2 – Signage and contract terms - Signage at [Site] was not sufficiently prominent/legible to form any contract. Provide the operator's contemporaneous signage plan and photos. Ground 3 – Grace periods - Any overstay ([minutes]) falls within a reasonable grace period for reading terms/exit. Ground 4 – Payment/machine issues (if applicable) - Payment was made/attempted; request the machine audit log to evidence system error. Remedy: I request that IAS allow this appeal and direct cancellation of the charge.
