POPLA appeal template (BPA)
If a BPA operator rejects your first appeal, they should provide a code to appeal to POPLA. Below is a helpful structure and evidence list. For a tailored draft based on your facts, generate your letter first.
What POPLA looks for
- Clear reasons with references (timing/keeper liability, signage, grace periods).
- Supporting evidence attached (photos, receipts, machine logs if applicable).
- Consistency between your first appeal and POPLA submission.

Keeper liability requires delivery within 14 days. Ground 2 – Signage and contract terms - Signage was not sufficiently prominent/legible. Provide the operator's contemporaneous signage plan and photos. Ground 3 – Grace periods - Any overstay ([minutes]) falls within a reasonable grace period for reading terms/exit. Ground 4 – Payment/machine issues (if applicable) - Payment was made/attempted. Request the machine audit log for the period in question. Remedy: I request that POPLA allow this appeal and direct cancellation of the charge.
